How can a realtor call a bedroom illegal on a listing ? Is it still a bedroom?

This house i am looking at has 2 legal bedrooms and 2 illegal bedrooms. How are they able to list/do that? The basement windows are not legal. How much does it cost to make windows larger?
What if I would just add a walkout on the side of the basment wouldn’t that do it? I live in Oregon BTW! Thanks!
Oh the person who currently owns the home is a realtor. I find this strange that they would list it as illegal.
The realtor is advising prospective buyers that their financing arrangements (Banks or Mortgage Companies) may not qualify this home for the amount of money that is asked because the two bedrooms are not legal. Its’ the seller who has to bring house to code, not the buyer.

You need permits do to renovations. No permit then it is called illegal. The county can require the owner to undo the renovations. If you buy the property knowing full well it is illegal then you are now responsible.

usually an illegal bed room either has non opening windows. or no closet.
